Mr. Huang joined the KLC Network Services, Inc. management team in July 2007 and KLC was certified as an
SBA company in September 2007. Mr. Huang graduated from the Electrical Engineering Department of the National Taiwan University in 1978 and received a
Master’s in Computer Science from Old Dominion University in 1984. He studied at the School of Information Technology
and Engineering doctoral program at George Mason University from 1987 to 1991. He holds a US patent in the area of “data
processing system and method for field extraction of scanned images of document forms” and is co-inventor of another US
patent in the area of “just-in-time retrieval of multimedia files over computer networks”.
Mr. Warman is a Professional Services and Business Operations Specialist with more than 30+ years of P&L and federal contracting experience. Mr.
Warman’s Managerial and Technical career demonstrates proven abilities in organizational leadership, technical leadership, value added management,
multi-site operations, consensus team building, decision-making, and personnel resource management. Mr. Warman has held multiple executive
positions as President and Vice President for successful companies such as Windermere Information Systems of Columbia, MD and Allen Corporations
of America in Fairfax, VA.
Executive VP of Administration/CFO
Mr. Chen joined KLC Network Services, Inc. in August 2008 as the Chief Financial Officer. He received a BS in Mathematics from the Massachusetts
Institute of Technology and holds an MBA from the Wharton School of Business. Prior to joining KLC, Mr. Chen served as the President and CEO of
several successful government contractors. He has held technical positions and managed departments for several Wall Street financial institutions
and telecommunication companies. Mr. Chen relocated to the Washington, DC area as part of a career transition to government contracting.
Darlene Holseth joined KLC Network Services, Inc in 2011. She is a KLC Program Director overseeing multiple intelligence projects. Ms. Holseth
received her Bachelor’s degree from Bellevue University in Criminal Justice and her Masters from American Military University in Strategic
Intelligence. After her 20 year USAF career, she stood up the first Department of Energy/National Nuclear Security Administration (DOE/NNSA)
Counterintelligence Office at the Nevada Test Site. With over 36 years supporting national defense, Ms. Holseth history includes extensive
experience in imagery, counterintelligence, identity intelligence and analytical reporting. In addition to significant intelligence
collections/reporting, Ms. Holseth’s work includes publications in the American Intelligence Journal articles Proactive Pursuit of Insider
Betrayal and Al Shabaab: Is It the New Al-Qaeda? She is a member of the Association of Former Intelligence Officers, the National Military
Intelligence Association, and the Association of Former Office of Special Investigations Special Agents.
Program Director, Captain US Navy Reserve
Mr Serrano is a senior level leader in the Defense industry and US Navy Reserve with extensive knowledge and experience in National Intelligence,
automated systems. He entered the IT field as a Software Developer in 1982 and has designed, built and deployed a wide range of mission-related
systems for the White House, the National Security Agency, Defense Intelligence Agency, US Navy, US Air Force and US Army. He brings has over 30
years of experience supporting the intelligence community along with 28+ years as a Naval Information Warfare Officer. His civilian leadership
experience includes serving as the Program Manager for a Prototype Development Support program, a multi-year, task order based contract valued
at over $490 million. He served as Executive Director for an IT services company with oversight of 130 technical professionals operating out of
two locations; serving 12 customer facilities, a Technical Education Center, and a dedicated Research and Development Facility. Mr. Serrano
serves concurrently in the US Navy Reserve as a Captain in the Naval Information Force Reserve (NIFR). He has been called to active three times
since 9/11. While on active duty he has served as: Director of Operations for the Cyber National Mission Force; Deputy Assistant Director for
Intelligence US Central Command ; Deputy Director for Intelligence Joint Chiefs of Staff. In the reserves, he currently serves as the Chief Staff
Officer for the NIFR Region Washington, DC. He has also served as Commander Naval Intelligence Reserve Region Southwest; and Commanding Officer
Navy Reserve Office of Naval Intelligence 1201.
Mr. Vitter is a Program Director at KLC Network Services, Inc. and is responsible for managing the Software Development division that
provides mission critical applications development to the Department of Defense (DoD). Mr. Vitter joined KLC in 2011 where he started out
leading a Digital Forensics software development team before transitioning over to developing a next generation workflow
application for the US Army to streamline the processing of cleared contracts and contractors for
the entire Army. Prior to joining KLC, Mr. Vitter spent over seven years as a Principal Consultant working for Microsoft Consulting Services
(MCS) in the Washington, DC area. During his time with Microsoft he was the original architect and developer of the Clearance Adjudications
Tracking System (CATS) developed for the Army Central Clearance Facility (ACCF) to replace their aging case management system. Mr. Vitter was
awarded Microsoft’s highest honor in the consulting services division in 2008, the Circle of Excellent award, presented in person by Bill Gates
and Steve Ballmer at the summer MCS consulting sector gathering in Florida.
